Last fall, before the election in which they lost control of Congress, the Republicans tried to sucker Americans into returning them to power by passing the Secure Fence Act of 2006. They lost.
The Fence Act required 854 miles of double layer fence to be built. Here's the dirty little secret. They never intended to build it and still don't. Before the ink was dry on that law, indeed that very night, they passed an amendment undermining the law by allowing Homeland Security to determine what sort of fence would be built and where. In other words, DHS was to use its judgement as to form of fencing and in what location. We have retiring Sen. Hutchison (R-TX) to thank for that.
DHS built a whooping 70 miles of dubious quality fence this year and forgot about the double layer requirement initially mandated by Congress. Only 5 miles of that is double layer. So where did the 2006 funding go?
Sen. Hutchison is at it again in 2007. Her new legislation, SA 3176, allows DHS to use money intended for the fence for other purposes if it so chooses. Her amendment will be attached to the new DHS appropriation bill unless Americans wise up to the game she and our President are playing.
