Read Cheney's bio it was him. He cut then put in private contractor which cost us more and make his buddies huge profits on our dime.

While the aforementioned scandals made bold headlines, Clinton's most significant failings as President concerned less publicized but far more ominous matters of national security. Clinton's loathing of the American military led to his failure in his primary responsibility: the protection of the American people. His actions with regard to military preparedness speak for themselves. In less than three years, deployments increased while manpower decreased from 2.1 million to 1.6 million. That decrease was the foundation upon which stood Al Gore's purported "reinvention" of government. Of the 305,000 employees removed from the federal payroll, 286,000 (or 90%) were military cuts.The statistics for America's defense during the Clinton years reveal the deep-seated animosity of the administration toward those who served in the military. The Army was cut from 18 divisions to 12. The Navy was reduced from 546 ships to 380. Air Force flight squadrons were cut from 76 to 50.

While the U.S. military was used as a 'meals on wheels' service by the Clinton administration in its nation building adventures, the military had its own humanitarian crises at home on its own bases. The pay freeze instituted by Clinton was imposed on a military in which 80 percent of all troops earned $30,000 per year or less. Food stamp applications soared and re-enlistment rates dropped.

In May 1996, Lt. Col. Robert Patterson was appointed Senior Military Aide to President Clinton, a role which required him to accompany Clinton at all times and carry (handcuffed to his wrist) what is known colloquially as the "nuclear football" - a black bag which contains the top-secret codes needed in case of nuclear war. Patterson fulfilled this role from 1996 to 1998. In addition, he was the operational commander for all military units assigned to the White House, including Air Force One, Marine One, Camp David, White House Transportation Agency and White House Mess. In his book Dereliction of Duty, Patterson writes that "[d]amn near all" of his military associates viewed the administration's military policies as "open-ended" and "rudderless."

As the carrier of the nuclear football, Patterson was astounded that Clinton repeatedly said on the campaign trail no American children would have to go to sleep with nuclear missiles pointed at them. Such a statement was patently untrue. Conversations he overheard in the car transporting the President most often did not revolve around foreign policy issues but subpoenas, lawyers, and executive privilege. The Clintonites had priorities, and national security was not one of them.

Bomb-Happy Clinton
President Clinton was frequently criticized in Congress and the Pentagon for being "bomb happy. " Clinton's policy of bombing with high-tech weapons rapidly used up critical U.S. military inventories. The shortages, according to DOD officials, were a direct result of Clinton's Defense budget shortfalls for the hard-pressed U.S. military.
According to Defense planners, the most critical shortfall was in Air Launched Cruise Missiles. In late 1998, Boeing was contracted by the USAF to convert the final remaining 130 nuclear-tipped AGM-86B missiles into conventional "Bunker Buster" ALCMs with 2,000-pound warheads.
The U.S. used about 330 Tomahawk cruise missiles and 90 ALCMs during Desert Fox strikes – now known as the "Monica Storm" campaign. All the USAF-launched ALCMs were Block 1 types equipped with heavy conventional warheads for bunker busting. In addition, 230 laser-guided bombs were used and about 250 dumb "iron" Mk. 82 bombs.
According to recon results of Desert Fox, the cruise missile and laser bomb attacks left most of Iraqi air defenses intact.
Era of Delay and Decay
The Clinton administration proposed that the B-1 bomber be retired early. The very same B-1 that recently dropped four 2,000-pound bombs on a bunker where Saddam may have been having dinner.
The Clinton administration delayed the Global Hawk, the Predator, the GPS-guided bomb systems and the Long Bow Apache, and wanted to trim the number of aircraft carriers down to eight.
Many of the weapons that the U.S. should be fielding now are still in development because of Clinton delays and under-funding.
The Clinton administration delayed the V-22 Osprey, F-22 Raptor, the Joint Strike Fighter and the Comanche attack helicopter. In addition, the U.S. military is still trying to make up critical shortages in the Milstar space communications program.
The Air Force, Navy and Marines are also scrambling to make up critical shortages in air-refueling tankers, frequently cut out of the Clinton budget requests.
During the Clinton years, the U.S. military had to cut valuable training, live-fire exercises and flight hours in order to meet demanding deployment funding spent in Haiti and Kosovo.
In fact, the U.S. Air Force had to turn to the United Arab Emirates in order to upgrade the F-16 Fighting Falcon. The UAE agreed to purchase advanced versions of the F-16 that the USAF could not afford. The UAE export funded further development of the F-16, which eventually made its way into the U.S. Air Force inventory.
Bill Clinton never helped the U.S. military and often hurt American national security. It is an outright lie to claim that Bill Clinton has any responsibility for the current success in the desert of Iraq.

FACT #4. Morale is on the decline in the U.S. armed forces.
According to an August 1999 U.S. General Accounting Office review, more than half of the officers and enlisted personnel surveyed "were dissatisfied and intended to leave the military after their current obligation or term of enlistment was up." Because U.S. servicemen are the military's greatest asset, a ready U.S. military requires bright, well-trained, and highly motivated active and reserve personnel. Unfortunately, due largely to low morale, the services are finding it difficult to recruit and retain servicemen.
Conclusion. Under the Clinton Administration, the U.S military has suffered under a dangerous combination of reduced budgets, diminished forces, and increased missions. The result has been a steep decline in readiness and an overall decline in U.S. military strength. Nearly a decade of misdirected policy coupled with a myopic modernization strategy has rendered America's armed forces years away from top form.
To deny that the United States military has readiness problems is to deny the men and women in uniform the respect they deserve. America's military prowess can be restored, but policymakers must first admit there is a problem. Only then can the President and Congress work together to reestablish America's top readiness capabilities.

Sorry I'm taking away your ladder that you'll need in that big hole you dug yourself into, it was clinton and a few other presidents that have done it in time.

There is logic for you.  Clinton demobilizes several divisions of the US Army and Marines and cuts ships and squadrons from the Navy and Air Force respectively.  But Dick Cheney is the real reason that we have fewer soldiers than any time in the last 30 years.  

My head continues to spin from these posts.  Does this have something to do with "peer reviewed articles on global warming?"
