The short answer is obviously yes.
The answer was probably yes on 10/11/01, at least for some liberals.
The better question, I think, is whether the Bush Administration has forgotten 9/11.
I don't doubt the President's commitment to fighting the war overseas.
However, "news" came out yesterday that some 60 or so known terrorists from Iraq, Iran, & Afghanistan paid Mexican Drug Cartel "Coyotes" for safe passage across our southern border not only for themselves but for for their weapons - including RPG's and small missiles - and are now known to be inside the U.S.. I put the word "news" in quotes because, for anyone who has paid even minimal attention to the situation on the border, this is not "news". It has been a reasonable assumption that this has been going on continuously for years on our southern border. The "news" in this instance is simply that we have been made aware of ONE specific example.
What will be George Bush's excuse when the next 9/11 happens? When it will have become obvious that terrorists who wish our destruction and murder have routinely crossed our southern border, with no response from the President. Only leftist kooks would argue that President Bush had any actual, actionable knowledge of 9/11/01 beforehand. However, when the next major attack occurs, how will it be possible to deny that the President knew that terrorists wanted to enter the U.S. to do us harm, that they were in fact doing so across our unenforced southern border, and that the President was aware of this danger and chose to do nothing about it? How could this conclusion not be inevitable?
