Has George W. Bush's 2nd term been a truly conservative one?

George W. Bush is now in the final 10 months of  his presidency.  Tell me if you think his second term been is "truly conservative" or not.  And please feel free to tell me why you think so.  Don't hold back.
He has all the virtues I dislike and none of the vices I admire.

Absolutely not!

Just for a few examples:

The No Child Left Behind continuing saga.
Not fighting the war to win.
The Amnesty Bill
The NAU
Campos y Rameon
The "fix the economy" hand out.
Support for the Law of the Sea Treaty.
Allegiance to certain staff members.
Support for the Global Poverty Bill.

No.
Neither was the first one, for all of Mum's examples.
Good list, Mum!

I'd only add his support for climate change policy.
